Landlord and Tenant Board Introducing Important Updates to the L5 – Application for a Rent Increase Above the Guideline


Effective November 1, 2025, the Landlord and Tenant Board (LTB) is introducing important updates to the L5 – Application for a Rent Increase Above the Guideline. These include:

New Email Filing Option

Applicants can now file their L5 application electronically by email.

New Mandatory Document: Rental Unit Information (RUI) Form

The LTB is introducing a new Rental Unit Information (RUI) form to help accurately identify tenant parties and rental unit details. The RUI:

  • is a Microsoft Excel file .
  • is now a mandatory requirement when filing an L5 application.
  • must be submitted electronically with the application.

Updated L5 Application and Instructions

The LTB has also updated the L5 form and its instructions to reflect:

  • the new email filing – AGIpayments@ontario.ca
  • the mandatory RUI form submission requirement
  • simplified language for better clarity and ease of use
